Sheew playing around with words are we? When someone says India is filthy, you think he means India is filled with filth?

No! It literally means, people living in India have no civic sense when it comes to public cleanliness.

As for the %, it's obviously a personal opinion.

And for the 100000000th time again, yes India is filthy compared to say a country like Sri Lanka which is in our neighborhood. Bangladesh is much more filthier than India. It's just objective reality. Reminds me of a recent twitter thread where Bengalis where losing their mind over a Telugu guy who called Kolkata filthy after visiting it.
