well if you want clean air, clean water, not much congestion, great scenery and never too hot or too cold by India standards, the answer is obvious : Port Blair. Especially so if you are hindi speaker/tamil or bengali speaker as they are the three biggest ethnolinguistic communities in Andamans.
however, it comes with a big drawback - Andaman still imports pretty much everything from the mainland, so things are more expensive than one is used to and you will still need to get to mainland if you have severe/serious long term health issues.
Reality is, North India is always gonna be fucked for air quality. because that is the geography of north India - it is basically a gigantic bowl hemmed in to the north by the mountains, to the south by the Deccan plateau and mountains to the east and west as well. With most of the year the wind blowing from sea to land, where the heck is the air from north indian plains supposed to go ? it cant override pressure clines to blow out to the sea, it cant override density cline and climb over the himalayas, so it basically just swirls in the bowl-cavity that is the indo-gangetic plains.
