Rockstar studios hired a Mobile game developer studio to make definitive edition pack for them hence all the issues with the Definitive Edition pack.
That's true but it's also matter of codebase;
i mean, moblie app versions of GTA III, Vice City and San Andreas already existed and worked just fine but those things came out around 2010s when android was on rise, and these three games were pretty much early to mid 2000s things;
also, it's a known thing now that some variants of these games were better than others, for eg. Vice City's PS2 variant had slightly better graphics, so did San Andreas' PS2 variant, then there was some...matter of...removed or simply 'disabled' codes in these games like
which can be enabled or restored via altering code

IF they simply thought that they'll just relaunch their android version as PC, PS4, XBoxOne and other current consoles by porting that codebase and 'ironing out the creases' around graphics...tough luck lol...it isn't always simple, though one thing that made it possible is that all three games ran on same game engine that'd been there since GTA III so there was some compatibility...BUT modders already knew that too and in fact many mods existed like 'Multi Theft Auto' where if you happen to have all three installed on your pc you can just launch GTA SA and move through maps of either games and play it...then plenty of mods made it possible to completely renew entire games with new missions and all...
What they did was a really cheap and hurried project to cash on easy bucks, and they hired mobile contractors, who in turn hired subcontractors and low level coders and testers and all, too many cooks to make that broth but naturally it got spoiled lol
in contrast, look at what some passionate russian modders did, they reworked entire GTA Vice City in GTA IV's engine and uploaded it as free, in ode to the original game, and my friend does it look so sexy

THIS IS WHAT THAT THREE GAMES COMPILATION SHOULD HAVE BEEN, based on GTA IV's engine at least as that game's already 15 years old so most current gen hardware can already play it just fine...with reworked features while keeping it 'lore accurate'...instead, we got a slop
