What you may find startling is that a substantial portion of the 3.8 million tonnes of steel produced annually in Pakistan is of substandard quality.
All Pakistan Textile Mills Association (APTMA) Southern Zone Chairman Naveed Ahmed said "Unaffordable energy costs of factories are making every work uncompetitive. Pakistan's consumption revolves around 14,000 megawatts, while plants having a capacity of 45,000 megawatts have been set up and another 10,000 megawatts are in the pipeline.![]()

Makes sense. Their inflation has been high but exchange rate artificially kept at ~280 PKR = $1 for more than 2 years now. Ideally exports value should've gone down due to inflation but it hasn't. Something produced for $1 will now cost much more in nominal terms to export due to stronger dollar and double digit inflation, pretty much why exporting nations prefer currency depreciation to stay competitive. These numbers look pretty shady. It's not that hard to fudge numbers on paper, especially if the country is de facto ruled by the military or dictators. Bangladesh has been doing that for years. Last year they overstated the export numbers by as much as 14 billion $.

Check for export subsidies. That may be the racket here . Alternatively since export earnings are tax exempted ( I'm assuming that to be the case ) it could be a case of money laundering too.Makes sense.
