I as a pucca troll ,must frame a suitable answer to one of the most commonly asked questions " why is the indian defence ministry slow ?" Many of such questions like the aforementioned one are soaked in a generalised preconceived opinion,which is often negative with regards to our defence acquisition policy !
Our defence acquisition policy which is one of the most comprehensive in the world, selects an item after considering its suitability with regards to various parameters of an extremely rigorous field evaluation process , which is invariably conducted by the concerned branch of our Armed forces
The defence ministry has never under any circumstances indulged itself in a pursuit of any other penultimate objective other than striving to provide for our distinguished armed forces, such arms which are the creme de la creme in thier category.
And which qualify as the least priced but yet they are the best in their category.
After all, even defence ministry has to keep itself abreast with much cherished norms of fiscal prudence which is vogue nowadays.
Yet ,as philistine as the defence ministry has been called, it cannot expedite any aspect of acquisition process, for it has to plug all gaps and finally with the consent of the branch of the armed forces concerned sign the final agreement for procurement of required items , after all the relevant departmental clearances given in a particular process .the deal thus signed not only satisfies the need of the military but also meets each and every legal guideline so as to rule out any such unforseen impediments in the induction of the concerned system by the concerned branch of armed forces so that no one can find anything which warrants a revaluation of the whole acquisition procedure in a particular acquisition agenda , and thus if it is examined by any of the neutral audit bodies , authorised by the Government of India, no discrepancy is found at any stage of the proces .
The defence ministry works day and night, to enable the military have best of the equipment ( and which meets the lowest bidder criterion) and to enable the minister to answer questions in the parliament with truth and confidence ( not confidentiality ) and due the aforementioned rigorous and thorough execution of all projects the opposition never has any actual substantive proof ( barring false and manufactured proofs of which of which there is a no dearth of sadly ) , about any untoward deviation from rules of acquisition in any particular acquisition agenda , so as to extend any undue advantage to any particular bidder , in relation to procurement of an item and thus keeping other bidders at an disadvantageous position!
I just wish to say that defence ministry officials are not " mentally challenged" by any standard whatsoever .
It's absolutely false and incredulous to even suggest that .
