It's a patrol vessel.Unfinished hulls are probably the cheapest thing among all other high-value stuffs on a ship. So thinking about making ships from those rotten hulls in 3rd pic would be like buying a horse after finding a saddle.

First you'll need a through inspection as they're sitting there for more than five years, then a repair, followed by procuring all the costly stuff like engine, gearbox, radar...only to get this

But you specifically said upgrading it, so let's look at that too. Upgrading it won't be as simple as we had done previously on bigger ships like Delhi or Brahmaputra where you just swap one weapon system with another. You'd need some Kiev - Vikramaditya level of modifications to add better radars, BrahMos and ADS. And in case you want just enough upgrades for using it as an OPV then again, 11 new OPVs are already on order.
But then again, all these for just two ships when it's always better to have atleast three according to the Rule of Thirds. In my opinion the cost Vs value won't be significant enough to justify dealing with these girls.
If these two were even big corvette hulls then also I'd have agreed to you wholeheartedly.
Who ever buys this defunt shipyard will try to sell it to Indian Navy or some other navy, let's see how the new shipbuilding policy comes out.
I would assume most of the stuff is already bought for those 2 ships.
