In Kolkata, last I heard was that they were attempting to settle some disputes with the port authorities over a vacant piece of land where some massive STP unit was about to come up. The land parcel remained vacant for decades but when the joint action committe approached the Syama Prasad Mukherjee Port Authority with their proposals the latter were like
yup, setting up STPs is not as simple as people think, especially in rurban areas. even from a governance perspective, mission mode projects like the one that is happening now is one thing, for a permanent solution there needs to be a relook.
may be a bunch of mathematicians have to sit together and come up with a formula, mathematicians because jhola wallahs will not have the brains to solve this type of complex problems, they had their chance for past 2-3 decades. if carbon credit can have a value and a formula, a river flowing downstream is a much better constant than carbon emissions.
perhaps some sort of commercial value needs to be assigned, so that municipal corporations downstream can pay to municipal corporations upstream to control the effluents they release.
just a thought.
