It is not possible and it requires huge money. Same money can be used to fix the problem.

Honestly it requires multi year planning to mitigate this issue. Need to take care of stubble burning, regulate industries which is releasing air pollutants and water pollutants, Switching of Coal power plant to Nuclear, Solar, Wind, BESS, Removal of dust in roads, Dumpyards needs to be fixed.

Changing capital is like failing to fix basic things for an city.

I have some bad news in that regard. I spoke to a person who was developing a medical device which we are currently importing. Basically, it is a hardware startup. Ofcourse, software will also be written by the same company. They are trying to build the product end to end from hardware to software. None of the scumbag VCs were really interested in funding them. Even modest funding of 50 lakhs was difficult to get. When they got a opportunity to pitch to a VC they had no idea, one guy asked whether they can include AI in it.

On the other hand shit loads of companies which are not solving any problem are getting funding. A company called Swish which delivers your food in 10 minutes got $2 million in funding from Accel. Indian startups are more into services rather than deeptech startups. Most VCs and angel assholes only invest when you have a IIT and IIM tag. You can present the most stupid idea if you are from IIT/IIM and you bet there is some moron who will open their wallets.

And you are missing the forest for the trees. Why does it matter that the kilns were in UP/Haryana territory. The point is that the nearby kilns in those areas are contributing massively to Delhi's air pollution and those are in the NCR region. Read the news article again. It says:

The Supreme Court-mandated Environment Pollution (Prevention and Control) Authority (EPCA), in a recent meeting with authorities of Delhi-NCR, said that polluting brick kilns will be given one last window to operate — from March to June 2018 — after which they will be shut down permanently.

Officials estimate that there are currently around 2,080 brick kilns in Delhi-NCR, including 700 in Ghaziabad, Gautam Budh Nagar and Hapur districts.

They are into services because only that makes money.
Vulture Capitalist asked for AI because that is the "trend" right now, AI === even more funding money from some other source, high valuation etc.

If you're in a hardware startup worldwide it's a pain to get funding, multiple times more painful here where our domestic suit boot baniyas have 0 risk taker appetite and your imported VCs won't bother.
 
I noticed that most of the Children's of officer's in the Armed Forces are liberal, feminist and always away from reality. They live in their own world, something is wrong with the Military culture .

Your average Afsar and Genrol may not be woke but they have the overall view of holding their own country, culture and countrymen in contempt as compared to the W*st etc so the apple doesn't fall far from the tree.
