You need a new class of entrepreneurs for the mfg sector period. The older generation are either bankrupt / disreputable , or are rent seekers or too jaded or content / have their hands full with what they have.
The new generation entrepreneurs seem more content to get into the service sector like Ola , Zomato , Swiggy etc . Or we've the stupid kinds like the Bhavish Aggarwal who venture into mfg with half baked plans .
GoI , Ministry of Commerce , Industry , Heavy Industry , Niti Aayog , industry bodies like CII , FICCI etc ought to sit down determine priority areas , map out their plans including geography , power & water distribution , land availablity etc then offer targeted subsidies like PLI to entrepreneurs monitor results closely , take remedial action where required , hand holding where required to see them thru their teething phase .
The difference between subsidies in India vs China is while our lot focused on MNREGA or digging ditches as Modi put it very early in his first term , CCP distributed subsidies to industry which is the reason you had a glut in finished goods with surplus mfg capacities. A lot of them will go under for various reasons but at least till that time their vast population is gainfully employed.
majority of the growth that has happened in last two-three decades is gormint driven and facilitated. money bags need to do some hard/clever work to either generate demand or recognise a untapped demand trend on their own. the sooner they learn to stand on their on feet for sunrise sectors, the better.
there is no guarantee that the next gormint would be willing to shoulder such a huge responsibility, there are a lot of historic, security and social issues that needs gormint attention. this hand holding of money bags cannot go on forever.
