It's actually simple. Atleast the part of weapon training for Sig 716i in IA is plain junk. Serious lack of competence by higher authorities.
 
All soldiers are not equipped with it yet.
No to mention the camo of those helmets is the older camo which is being phased out.
How do these helmets compare against modern ones in terms of protection? Just because these are an old design, can these be considered ineffective against modern firearms? The reason why I ask this is, an army that conducts strict scrutiny for everything, will it simply procure these kinds of helmets if they are ineffective?
