Well when you work in industries there are some safety gears that are a must even if the user find it uncomfortable.
The juggad attitude in India completely dismisses this and in some fashion same has rubbed off on the military.

Units don't have those safety gear never had them and only started getting them recently so the jugaad became their whole thing and upper brass didn't listen to pleas of few officers shouting on top of their lungs for gear

True, they missed only chance to upgrade a great weapon. In fact FAB DEFENSE came into limelight for their VZ MOD only.

My best guess is because Tavors had already replaced most VZs by late 2000s. Northern Command back in 2017 decided to upgrade around 500+ Romanian AKs with FAB & distributed among PARA SF, Frontline Infantry & RR Battalions. After initial success more orders were placed for FAB MODs by SF Battalions. So bringing back already phased out weapon with new upgrade didn't seem practical. 7 years ago SIG 716i & AK-203 deals were not even in the pipeline hence Romanian AKs kept getting upgraded in small numbers. By March 2020 new Flattop Tavors started to come in & the last hopes were gone.

IA still hasn't replaced all of it's VZ-58s though. Both Fixed & Side Folders are still in service.

If the later is the case then every unit has sent some operators?

I liked his idea.. the only thing is don't name the top force as special group (yes the name sucks and also their is already one force named SG under R&AW). Aside from that need to make various regiments on the line of special forces support group, special operations engineer regiment, special forces Reconnaisance regiment to sport para special forces regiment and tier 1 AFSOD unit. Rangers is something we badly need. Can be trained on the line of RR with better kits (high cut helmets and proper chest rigs and ar15 type rifles, well not possible because the idea itself was destroyed the day ak203 was selected) all of this needs to be done under next decade. Again our generals lack vision. Fuck
