Sir, stay in siberia for 3 months in winters and then stay in drass for 3 months, you will understand the difference. It is very common in those regions that if your knee is exposed to cold, the fluid will build between the joints and it requires surgery. Dandruff like powder will be visible on your whole skin which doesn't happen in Himalayas. There you do get skin flakes but the skin doesn't shrink.

Comparative to polar cold, himalayan cold is way way humid.
