Very simplified understanding of the conflict. If by “we” you mean the potbellied uncles in delhi than sure, but the young officers and brigadiers have always done sneaky operations along the LoC.

I’m not sure what your expectation is. India barely holds any advantage, other than manpower (even here it’s brutally restricted as well), over pakistan, in technology, and it’s democratic nature puts it at a disadvantage vs a military dictatorship like pakistan.

If by “we” you mean the indian policy makers then sure. Do remember in 2002 IA was ready to wipe pak terrorism for good but it was the PMji who caved in to western and russian pressure to stand down.
