Not limit, but there's not really any point of using these weapons. Especially considering the efforts it takes to make and deliver them. Cost is an issue too.

Really, like in any weapon you'd find one specific purpose for which it was designed. Let's say BrahMos; make an anti-ship missile that's quite hard to intercept. What's this for MOAB?
And even if there's one, how relevant it would be in tomorrow's conflict?

Let's say you want a large blast radius. With a MOAB weighing almost 10 tonnes you get a blast radius of around 2km.
For 10 tonnes you can carry 10, 1,000kg bombs each with a blast radius of around 300m. But with modern GPS kits you can carefully draw a grid of where each bomb would land. Like here's the blast radius of 1 MOAB compared to that of 10x Mk-84; both weighing 10t in total

But 10x smaller bombs gives you some advantages
• you don't need a specialized carrier, even a lightweight fighter can carry 2x 1,000kg bombs each
• you can assign bombs based on targets like a single bomb for a large area with multiple canvas tents but two bombs on the building that has command center. You don't get this level of planning with MOAB
• you can also use multiple warhead types like 2x bunker buster, 4x high explosive and 4x fragmentation. In MOAB it's just one thermobaric warhead

Need to remove Landfills. People dump everything there like E-Waster, Medical-Waste, Non-Bio, Bio. Also with screwed up AQI in Delhi these were all primary health hazards. Impacts Air, Water and people's livelihood.

And then after a millisecond or two, this fuel air mixture gets detonated. If you try to use a MOAB on underground targets then the result would be something like a cartoon bullet getting squished after hitting a hard surface.

For underground targets you'd need good ol bunker busters; like say BLU-109s.

Pretty sure if GOI/Delhi Gov wanted to find a solution, they could find one. There are a couple of examples for properly dealing with things like these.
For example, build something like CopenHill plant and burn the garbage down! It will reduce the volume significantly while recovering money through recovered metals etc.
Utilise the energy generated from incinerating the waste for EV stations or powering the shithole areas besides the one in Delhi.

Look it up on satellite maps and you'd find 16 Y-20s just casually sitting there; more than half of our total strength of strategic airlifters. When technically we should have a similar strength as we have almost similar number of Army personnel.

Infact I'd say that it's excellent compared to not just our competition but even the top global powers considering we've 30 more years of demographic dividend.

But that's just half the story, the other half is how effectively are we going to utilize this demographic dividend; and only time would tell that. Like on paper we've such good numbers of engineers graduating every years. But compare that with the quantity - quality of patents being filed each year or the impact score of the research papers being published.
