That's not how the system functions. It's usually due procedures for procurement haven't been fully completed , resulting in the non procurement of the item budgeted & surrendering of the said fund during a financial year.

Way back during Parrikar's time it was decided the surrendered amount would be immediately rolled over into the new budget & wouldn't be factored in as an increase in the percentage of allocation of the budget , which received an in principle clearance as well from the Cabinet.

No clue what happened to it later .

This is most likely the spot from where, the initial fire from first group of terrorists came from (which killed the driver and Co driver first) See how well made that spot looks like inbetween all that dense bush. Almost as if purposely chosen (or made) for recce and ambush.
