Most likely this would be the endeavour of the BRD. As of now except for the SDI there's no institute per se on the lines of the WDB to design platforms or even vital components which go into it , which is another tragic story .

Hence no collective institutional knowledge , no proper project management , no proper ownership of projects & on & on .

More than the IAF which definitely needs to be pulled up , the MoD ought to be , for permitting such a state of affairs to persist in this day & age.

That is one of the reason why they come up with outlandish requirements or frequent changes during product development, as they have never been involved in development of a product and have never taken the interest in building anything. Just buying this and that and asking MOD to fund all their wish list.

Two companies collaborating for an product. We cannot stop them. Ball is in MOD's Court to follow the tender process. If they cannot pass the tender, then chuck them out.

But based on MGS system procurement going, it will take another 3 years. Enough time for L&T/AWEIL to bring the prototype.
