From what I understand local production of a foreign product takes longer than importing the product directly.Theres a global titanium shortage ig.
More importantly, SK already had a production plant of f404 engines in their own country. They werent produced but rather assembled iirc. (Some parts produced)
Anyhow, this means they already had engine assembly kits so it would have been faster for them to get their engines, as compared to India which didnt have such a history of buying f404 engines like SK did.
