I do not think GoI has a plan or had a plan even a short term one. most likely they don't care about nation's security, past governments used to take kick backs but at least made sure armed forces get at least the bare minimum to keep the country safe I don't see anything like that in Modi 's govt most of the stuff he does is just posturing to keep his image as a strong leader. In past 11 years he has just signed a single multirole fighter jet deal that too for only 36 rafale.More 36 could have been ordered just after delivery of initial deal completed but for some unknown reasons they didn't. No refulers and no awacs were odered despite dire need of em at last Iaf had to lease a tanker to make sure they don't loose know how of mid air refueling and pak now has more aewcs aircraft than us.I am sure the GCAP participants are really driven, but the goi has plans which are not known to foreign public.
