Unilateral Ops have been happening since the inception of CDO/SF in army, nothing special. Don't think its good to mention units for the ongoing/recent Ops.
So called Surgical Strikes of 2016 were mere CBRs inside POK, some 1-2.5KM deep... Op Neptune Spear is what a 'Surgical Strike' is!

To have a tier-1 Equivalent unit is up to country's policy makers, NSA and most importantly, the PMO. The top brass is like a mule to them. If the higher authority tells them to make a tier-1 unit, they have to do it.

Shouldn't it be the reverse, dumb civilian govt who don't know much about modern warfare should be advised by top brass on the need for tier1 units ?

Tier-1 units can be a resource black hole if not used aptly. Do you think any domestic Counter Terror situation in the country can't be handled by NSG ? Look at our foreign policy brother, there is literally 0 room for having multiple SOF units to have and maintain. Why would a jernail give up his lavish family lunch at an exquisite location for having a force that is mandated to take down undesignated threats. Look at how US' first Tier-1 unit was formed. If ever the need arises India should have a more personalized approach towards having a tier system imho.
