Do COs' have the option to pick the operators they want once they pass training phase?

Deltas for instance, the trainers provide a comprehensive assessment report post training on the skills each of them excel at along with a scoring upon graduation. The unit COs' can review and pick whom they want into their unit and it's not necessarily picking out the best guy but it's more requirement based like if the unit's sniper(s) are coming off retirement, that's who they'd go for and so on

9 has been consistently portrayed as the best Para unit but is it still valid given airborne and SF have been merged
