Not exactly, Tokyo and Seoul are ultra rich cities. Expanding cities is a natural phenomena, there's no other solution. And let's not forget thats what China did as I previously mentioned. China's TFR in 1990 was less than India today.There is a growing concern that planned cities cannot come up independently, it has to border a previous planned city or be around a large city.
This will lead to seoul/tokyo situation where housing is so unaffordable that people stop having kids.
People won't be having kids in NCR, Mumbai, Kolkata, Bangalore, Chennai, Hyderabad.

This is Yamuna city/YEIDA being planned and built as a satellite city to Greater Noida, which itself is a satellite city of Noida, which well again is a satellite city of Delhi.
