I don't think so, by brazenly targeting civilians only (except for Haifa refinery), people will rally under the banner and ask for a more permanent solution. Same thing happens in India, it is the people living along border in Jammu, Punjab, Rajasthan who see violence but will often demand sorting out Pakistan once in for all rather than having regular exchanges.
