Modernization is expensive. Wars, even more so. Where is the money in pakiland? How will they buy anything? I think the ROI is completely justified if China agrees to supply them for free or highly discounted prices. that 400m military aid can also be read as hafta by muricans to pakjabi army to keep US origin military equipment in running condition, so that pakis don't end up having 100% chini equipment from the current 80%. if muricans lose complete access to pakiland, they will lose their capability to keep an eye over iran.
