if what you said was true, they won't be running IDEX programmes, encouraging defence startups, reducing timelines for defence acquisitions etc. these things come directly under babu domain. data says, babus have been expanding domestic defence sector for past decade.

Per his statement there will be 2.5% GDP defense spending by 2030.

I don't know whether the hike will come next year or will they hike it in small increments for the current 1.9%

Perhaps they have big ticked purchases in mind.

Leader ji wasn't always kanjoos. You can see from 2014-15 till 2021-22 defence spending was on upward trend. From 2022-23 he has gone ultra kanjoos mode.

Do not read too much into covid year figures (2021, 2020) is all I would say. The GDP contracted in 2020-21.

Coming to the budgetary allocations, seems to me that leaderji was desperate to make up for covid era shortfalls. Also, yes, he is obsessed with a ratings upgrade (even at the cost of electoral perils) so there is that...
