1. Six-Year Program for Atmanirbharta in Pulses: The government will launch a six-year program to achieve self-reliance in pulses, with a special focus on tur, urad, and masoor. Nafed and NCCF will procure pulses over the next four years.

2. Makhana Board in Bihar: A Makhana Board will be established in Bihar to enhance the production and processing of fox nuts, leveraging the region’s agricultural potential.

3. Five-Year Mission for Cotton Production : A five-year mission will be initiated to boost cotton production, ensuring sustainable growth in the textile sector.

4. Enhanced MSME Classification Limits: The investment and turnover thresholds for MSME classification will be elevated to 2.5 and 2 times, respectively, empowering these enterprises to expand and create employment opportunities for the youth.

5. National Institute of Food Technology in Bihar: A National Institute of Food Technology, Entrepreneurship, and Management will be established in Bihar to catalyze food processing activities across the Eastern region.

6. Kisan Credit Card (KCC) Enhancements: The Kisan Credit Card scheme, which provides short-term loans to 7.7 crore farmers, fishermen, and dairy farmers, will see its loan limit increased from Rs 3 lakh to Rs 5 lakh under the modified interest subvention scheme.

7. Customized Credit Cards for Micro-Enterprises: Tailored credit cards with a Rs 5 lakh limit will be introduced for micro-enterprises registered on the Udyam portal, facilitating easier access to credit.

8. Term Loans for Export-Oriented MSMEs: Well-performing export-oriented MSMEs will be eligible for term loans of up to Rs 20 crore, bolstering their global competitiveness.

9. Enhanced Credit Guarantee Cover: The credit guarantee cover for micro and small enterprises will be augmented from Rs 5 crore to Rs 10 crore, unlocking additional credit of Rs 1.5 lakh crore over the next five years. For startups, the guarantee cover will rise to Rs 20 crore, with a reduced guarantee fee of 1% for loans in 27 strategic sectors vital for Aatmanirbhar Bharat.

10. Funds for Startups: A Rs 10,000 crore fund will be established to support startups, with significant government contributions to foster innovation and entrepreneurship.

11. Urban Challenge Fund: An Urban Challenge Fund of Rs 1 lakh crore will be created to transform cities into dynamic growth hubs through innovative urban development projects.

12. Focused Scheme for Footwear and Leather Sectors: A dedicated scheme will be launched to revitalize the footwear and leather industries, enhancing their global footprint.

13. Global Toy Manufacturing Hub: Strategic measures will be implemented to position India as a global leader in toy manufacturing, leveraging its manufacturing capabilities.

14. Broadband Connectivity for Schools and Healthcare Centers: Broadband connectivity will be extended to all government secondary schools and primary healthcare centers, bridging the digital divide.

15. Scheme for Women SC/ST Entrepreneurs: A transformative scheme will support 5 lakh women SC/ST first-time entrepreneurs, offering term loans of up to Rs 2 crore over the next five years, drawing insights from the successful Standup India initiative.

20. Small Modular Nuclear Reactors by 2033: As part of the Nuclear Energy Mission for Research and Development, at least five indigenously developed small modular nuclear reactors will be operationalized by 2033, advancing India’s clean energy goals.

21. 50-Year Interest-Free Loans to States: An outlay of Rs 1.5 lakh crore will be provided as 50-year interest-free loans to states, aimed at augmenting infrastructure development and fostering economic growth.

22. Asset Monetisation Plan 2025-30: A comprehensive asset monetisation plan for 2025-30 will be launched, infusing Rs 10 lakh crore in capital for new projects, thereby accelerating infrastructure development.

23. Custom Duty Waiver for Critical Medicines: Custom duties will be fully waived for 36 essential medicines used to treat serious illnesses such as cancer, ensuring affordability and accessibility for patients.

24. Reduction in Cost of Electronics: The cost of mobile phones, LED TVs, electric vehicles, and other electronic equipment will be reduced, making technology more accessible to the masses.

25. Expansion of Airports: A total of 120 new airports will be constructed over the next decade, significantly enhancing air connectivity and supporting the growth of the aviation sector.

26. High-Level Committee for Ease of Doing Business: A high-level committee will be formed to review non-financial sector regulations, certifications, licenses, and permissions, streamlining processes and improving the ease of doing business in India.


27. Mudra Loans for Homestays: The government will provide Mudra loans to homestays, enhancing travel convenience and connectivity to tourist destinations, thereby boosting the tourism sector.

28. Development of Top 50 Tourist Sites: In collaboration with states, the government will develop the top 50 tourist sites, promoting cultural heritage and attracting both domestic and international tourists.

29. Gyaan Bharat Mission: A Gyaan Bharat Mission will be established to survey, document, and conserve India’s rich manuscript heritage, preserving the nation’s historical and cultural legacy.
