I commented on this behavior of Modi previously on DFI.

BJP top leadership is made of non-elites rising to the top. These sort of people i.e new elites typically have insecurity and do everything possible to be in the good graces of the old elite (Which they fail in as old elite see them as subhumans).

People who are born elites typically don't have this insecurity and see their opponents with contempt which allows them to be ruthless. BJP leadership lacks this.

Let me extend this also.
Many in BJP think they are original Hindutva lots and the one who are joining after 2014 are fakes. They all know masterstrokes, so much masterstrokes they played that they were reduced to 240 this time.

People, common folk need ground works, laws, etc. that will hit the nail hard, them being the central government has not done anything worthwhile for it in those 10 years.
