Just to pay lip service to aatmanirbharta, they know that as long as they do this jhumla and sabotage placing of orders they can continue to import under 'emergency procurement'

Can our tin-buckets or these helmets be made of ballistic materials? ... Won't simply switching to that be easier?

Technically they are not ballistic helmets to protect our soldiers. It is an adhoc helmet.

If your gonna do that then let's also modify the design to be better as changing materials Will increase the price by magnitudes

And by doing both you basically get modern ballistic helmets

Yes and no; in any "bullet proof" thingy supposed to be used by a personnel you need to tackle two distinct problems. First, the penetration of the bullet and second the energy transfer. Let's consider both separately

> You simply replace the current fibreglass and epoxy matrix with a Kevlar composite. This set-up can very easily stop atleast a 9mm FMJ from penetrating.

> Now coming to energy transfer or a more accurate term would be Blunt Force Trauma. A standard 9mm would be 8g going at 350m/s so energy would be around 500J (½mv²). When the bullet would be stopped then all of this energy need to go somewhere as it's conserved. To deal with this you'd need design optimization. You'd need thick padding, which might not fit inside the current dimensional constraint. You also need to deal with bolts because a common problem with bolts are that when the bullet is stopped its energy gets transferred into those bolts and they accelerate like some projectile (consider this like the Newton's cardle) hence all modern helmets are bolt free.

So ultimately the question is why bother with another Ship of Theseus modernization when it'd be much more logical to just buy a new ballistic helmet?
 
Again... How. Is. The. Design. Itself. Inferior?
More tighter fit= less area put padding, doesn't cover ear and below( covering is more than high cut, but lower than traditional ballistic helmet).
If you see modern ballistic helmets they are also not as round on top as these ones, it's to increase the internal volume to put padding to absorb energy of impact
